I suspect that if I took the Clifton StrengthsFinder 20 years ago, my Signature Themes would have been different. Do the themes change over time?

Surprisingly, your Signature Themes will not change very much during the course of your life. Personality research reveals that your themes are most unstable when you are a child, but also that once you grow into adulthood your themes remain remarkably consistent.
